Charles Willard Tomas Blakely is the Judge Advocate General of Starfleet.
Charles Willard "Chuck" Blakely was born to Willard Blakely and Tomas Arroyo. Chuck was raised and schooled near Louisa Boren Park across Portage Bay from the University he would eventually attend and graduate from, within the city of Seattle on the North American continent of Earth. He was the only child of the homosexual couple; though he knew only that his mother was regarded by his fathers as a very kind and gentle woman who acted as a dear friend in bringing him to term. Chuck Blakely's graduation from Ballard High School in 2361 was pre-empted by a demonstration by Starfleet at the University of Washington at Seattle. Becoming very interested in the many different ways he could apply himself within Starfleet, he opted to petition his high school for early graduation, having turned eighteen in May, and enrolled in summer courses at the University to prepare himself for entry into Starfleet Academy in the San Francisco Bay Area.
When he reported as a plebe midshipman, he had no clear idea of what he wished to pursue. He tried his hand at several fields, including operations, small craft flight, engineering, and finally law. It was his experience in learning about the legal system and the traditions that Starfleet pursued in its various trials. The allure and romantic nature of military law appealed to him unlike the other fields that attempted to seduce him into joining. By the beginning of his third year, he was fully committed to the Law College, having completed his general education requirements, he worked very hard to petition for early graduation by the middle of his fourth year, earning a commission and early admittance to the post-graduate system. Ensign Blakely became Lieutenant (jg) Blakely by 2366, and he was already being assigned to a Starbase as a JAG Staff officer.
The Borg War broke out on New Year's Day in 2367, and Lieutenant Chuck Blakely was among the many officers who answered the call from Admiral J. P. Hansen. He pressed himself to the base commander for ship duty. His family was killed, and he wanted so badly to participate in the war well beyond that of JAG duty. Though he was not technically a line officer, he found himself as the chief o operations aboard a small patrol cutter, the USS Blackhaw, under Lieutenant Commander Satek. His experience of ship duty under the command of a very disciplined Vulcan commander would have its long-term effects upon his personality. Though the war needed to be fought, the dispassion displayed by his CO was a fact Chuck held in contempt as his shipmates died. Memorial services were delayed until the last possible moment. Chuck realized later in life that it was his own closeminded youth that prevented him from understanding the nature of command during the war. He earned several combat action ribbons, and was even decorated for heroism twice by Starfleet; once for his swift action during a touch-and-go away mission, and the other for his self-sacrifice in rescuing a shuttle of refugees. It was during that last action that he lost his right leg; Starfleet Medical outfitted him with a basic prosthetic limb. Starfleet Command decorated him with a Purple Heart. Before the end of the war, Chuck would see himself receiving three battlefield promotions to full Commander.
Following the end of the Borg War, Starfleet rescinded its battlefield promotions, reducing Chuck to the rank of Lieutenant Commander. It was then that he returned to JAG, under the command of Vice Admiral James A. Grierson. Admiral Grierson immediately took the young lawyer under his wing, and it was there that he remembered why he studied so hard in the first place. Retraining himself after a five year absence from JAG, he quickly excelled at his chosen occupation, but his pursuit of justice was tempered with the necessary experience of starship duty.
